For a small Ottawa defence-technology company, getting equipment onto a U.S. Army test range is one milestone. Being asked to come back for another evaluation tied to a separate Army program raises the stakes considerably.
DEFSEC Technologies said on August 13, 2026, that its networked BLISS laser-detection systems have completed test and evaluation work in support of a U.S. Army vehicle program. The company also disclosed an invitation from another Army program office to participate in a sensor evaluation later in August at a different U.S. Army range. The development gives DEFSEC another chance to put its technology in front of military operators and program officials, but it stops well short of a procurement award. That distinction matters as the Ottawa company tries to turn growing defence relationships and promising technology demonstrations into recurring product revenue.
The First Army Evaluation Has Now Been Completed
DEFSEC’s latest milestone traces back to April, when it shipped two networked BLISS systems to the U.S. Army’s Yuma Test Center in Arizona. The company said those systems have now completed test and evaluation work supporting an Army vehicle program. DEFSEC has not publicly identified the specific vehicle platform involved, the detailed test conditions or the Army program office overseeing that first evaluation. That limits how much can responsibly be concluded about the results.
What is clear is that the project moved beyond a laboratory demonstration or trade-show presentation. Physical systems were delivered to an established Army test facility and subjected to an evaluation process connected to a military vehicle program. For a smaller Canadian defence supplier, that exposure can be important even before a purchase order appears. Military technologies often pass through several rounds of demonstrations, engineering reviews and operational assessments before procurement decisions are made. Completion of one test phase therefore represents progress, but not the end of the commercialization process.
BLISS Is Designed to Detect Laser Activity Around Vehicles and Troops
BLISS stands for Battlespace Laser Identification Sensor System. DEFSEC describes it as a patent-pending networked system designed to detect laser activity and warn operators when laser emissions are present. Its sensors are small enough, according to the company, to be mounted on vehicles and fixed infrastructure or carried by personnel, allowing multiple units to be distributed across an operating area rather than relying on a single warning device.
The idea is not simply to announce that a laser has been detected. DEFSEC says BLISS captures and analyzes characteristics of laser pulses to provide information that can help users assess where an emission came from and what it may represent. That distinction is significant in environments where lasers can be associated with range finding, targeting, designation or other battlefield functions. For a vehicle crew, even a short warning interval may provide additional time to assess a threat or activate protective measures. DEFSEC’s broader pitch is that networked sensors can turn individual warnings into information shared across a force.
The Technology Has Already Gone Through an Earlier Generation
The BLISS systems sent to Yuma were not DEFSEC’s first laser-warning products to reach U.S. Army hands. The company disclosed in April that an earlier technology called BLDS, or Battlefield Laser Detection System, had been delivered to the Army during 2025 for testing and trial activity. BLISS was subsequently developed as a more advanced, networked version of that earlier system, adding enhanced detection and information-sharing capabilities.
That progression helps explain why the latest evaluation matters more than an isolated first demonstration. DEFSEC has been moving the technology through successive iterations while maintaining contact with military evaluators. The two BLISS units shipped in April represented the next step in that process, and their subsequent testing placed the newer architecture into an Army environment. Canadian Defence Review also reported the Yuma shipment when it occurred, providing industry-level corroboration of the company’s move into U.S. military testing. The sequence illustrates how defence technology can evolve through repeated field exposure rather than a single make-or-break demonstration.
Yuma Gives Vehicle Technology a Demanding Test Environment
Yuma Proving Ground is not an ordinary product-testing site. The U.S. Army describes the Arizona installation as one of its premier test centres, with extensive land, automotive courses and facilities used for developmental testing of ground-combat equipment. Army material says the proving ground spans more than 800,000 acres, giving evaluators room to test military vehicles and other systems under conditions that are difficult to reproduce on a commercial proving ground.
The site has supported testing involving major Army vehicle programs ranging from the Joint Light Tactical Vehicle to the Armored Multi-Purpose Vehicle. That does not mean DEFSEC’s equipment was tested on either of those platforms; the company has not named the vehicle program associated with BLISS. The importance is the environment itself. Technologies intended to work on military vehicles eventually have to deal with vibration, heat, dust, integration demands and operational constraints. Getting hardware into an established Army test organization therefore helps move the discussion from what a system is supposed to do toward how it behaves in an environment built around military evaluation.
A Second Army Program Is Now Giving BLISS Another Look
The most notable part of DEFSEC’s August announcement may be what happens next. The company said a U.S. Army program office has invited it to an Army-hosted sensor test and evaluation scheduled for late August 2026. DEFSEC said the event will take place at another Army test range and will relate to a separate program, meaning the company is no longer describing interest from only the vehicle program associated with the completed testing.
DEFSEC characterized the invitation as a reflection of BLISS’s performance in testing to date and an opportunity to demonstrate the system in an operationally relevant setting before Army program stakeholders. The Army itself has not issued a public BLISS announcement identified in the sources reviewed for this report, so that characterization should be attributed to the company rather than treated as an Army endorsement. Still, an invitation-only evaluation gives DEFSEC another chance to expose the technology to operators and officials who may influence future requirements. For a small supplier, widening interest across multiple programs can be as important as extending one existing test.
The Timing Fits a Broader U.S. Army Push to Test Commercial Technology Faster
DEFSEC’s announcement arrives as the U.S. Army is publicly trying to reduce barriers between private technology developers and military test infrastructure. On August 7, the Army announced that several major test ranges would be opened more broadly to industry for research, development and rapid experimentation. The initiative includes a new component of Yuma Proving Ground as well as facilities in Utah, Mississippi, Michigan and Morocco.
The Army said companies will be able to request range access through a centralized portal and do not need an existing federal contract merely to submit a request. Army Test and Evaluation Command officials framed the changes as a way to let developers prototype, fail, adjust and test again more quickly. DEFSEC’s specific invitation was announced separately and should not be assumed to result from that initiative. Yet the broader direction is relevant. Washington is signalling that it wants promising commercial and dual-use technologies exposed to realistic testing sooner, potentially creating more opportunities for smaller firms capable of moving faster than traditional defence-development cycles.
DEFSEC’s Core Defence Business Is Growing, but Losses Remain
The Army development arrived alongside a quarter showing strong top-line growth. DEFSEC reported revenue of approximately C$2.72 million for the three months ended June 30, 2026, up from roughly C$1.42 million in the comparable period a year earlier. The company said revenue from digitization services on government programs increased 121%, while total quarterly revenue rose 92%. Gross margin improved to 33.1% from 28.2%, with gross-margin dollars more than doubling.
Those gains have not yet translated into profitability. DEFSEC reported operating expenses of roughly C$3.46 million and an adjusted EBITDA loss of about C$1.94 million for the quarter, wider than the roughly C$1.49-million adjusted EBITDA loss reported a year earlier. At June 30, the company held about C$3.53 million in cash and short-term investments and C$2.31 million in trade and other receivables. The numbers provide useful perspective: BLISS may represent a potentially important growth avenue, but DEFSEC remains a relatively small company investing heavily while building revenue.
Canadian Military Software Work Provides a Base Beneath the New Products
DEFSEC is not relying solely on BLISS to generate defence activity. Its established revenue base includes software work connected to Canadian Department of National Defence programs. Earlier fiscal-2026 disclosures identified two major subcontracted areas: the Directorate Land Command Systems Program Management Software Engineering Facility and Canada’s Land C4ISR modernization program, which covers command, control, communications, computers, intelligence, surveillance and reconnaissance capabilities.
In its second-quarter update, DEFSEC said its potential workshare under the initial periods of those multi-year arrangements could provide up to C$75 million in combined revenue through 2028 and 2029. Crucially, the company also made clear that the arrangements are task-based, with work performed as requested and no guaranteed minimum value. That nuance mirrors the situation around BLISS. Defence programs can create large potential markets without guaranteeing that the full amount will be realized. For DEFSEC, the Canadian software work provides ongoing program experience while physical products such as BLISS seek a path toward larger-scale adoption.
The Next Evaluation Is a Milestone, Not Yet a Sale
Investors and defence-industry watchers will now be looking for evidence that repeated Army testing progresses into something more concrete: additional trial units, funded development work, integration activity, a formal procurement process or eventual orders. None of those outcomes was announced on August 13. DEFSEC’s own securities filings warn that it may not secure expected contracts, that product commercialization can be delayed and that there is no certainty the company will achieve or sustain profitability or positive operating cash flow.
That makes the second evaluation meaningful without making it conclusive. DEFSEC has moved its laser-sensing technology from an earlier-generation system to networked BLISS units, placed those units into a U.S. Army vehicle-program test process, completed that evaluation and gained another opportunity involving a separate Army program. For an Ottawa technology company trying to build credibility in the enormous U.S. defence market, the direction is encouraging. The harder test comes afterward: converting military interest and technical evaluation into funded, repeatable business.
